In multi-unit environments (such as Condominiums, Townhomes, Apartments, Manufactured Homes, Subdivisions, Retail Centers, and RV Parks / Campgrounds) they prefer to meter their services only to the point of entry to the property, leaving it to the owners to bill and collect the money for usage.
